The current publishing system places a financial barrier between the reader and the peer-reviewed output of research and thus acts as a barrier to disseminating new knowledge. Only those with a subscription, or working for an organisation whose library has a subscription, can see the full published paper. This excludes researchers working in less well funded institutions and the general public who have funded the research. It also makes it less likely that researchers working in developing countries are able to gain full access to the research literature.
